Evaluation of open government data supply and the effectiveness of its use are important to ensuring continuous improvement of services and justifying investments, which is necessary to the organisational sustainability of initiatives.
Recommendations 41
- Define evaluation systems for availability, implementation, and impact of initiatives. There are international models that could serve as references and for comparison of results.
- Evaluate open government data initiatives at the level of activities, and also at the broader levels of government, society, and markets.
- Submit initiatives to periodic external evaluations.

- Better understanding of results.
- Valorisation of partner initiatives.
- Strengthening of networks.
- Promotion of the concept of open government data
- Collaborate with academic researchers on studies and research on open government data and its effects.
Regarding metrics for evaluation, OECD42 has proposed a model that deals with the following aspects:
- Policies and legislation and the alignment of the strategies of agencies.
- Techniques: access, availability, reuse.
- Governance models and institutional support.
